South Kesteven District Council will be meeting on Monday, Tuesday, Wednesday and Thursday at 2pm this week to discuss a range of items for consideration and votes.

Monday, February 6

2pm – South Kesteven Extraordinary meeting

On the agenda is:

Minutes from the Joint Meeting of the Environment Overview and Scrutiny Committee and Rural and Communities Overview and Scrutiny Committee held on 15 November 2022

Conclusion of the Grounds Maintenance Options Appraisal - To provide information to Members on the results of the grounds maintenance options appraisal undertaken, and in consideration, provide a recommendation to Cabinet on the preferred way forward.

Any other business which the Chairman, by reason of special circumstances, decides is urgent

Tuesday, February 7

2pm – South Kesteven Executive

On the agenda is:

Budget Proposals for 2023/24 and indicative budgets for 2024/25 and 2025/26 - The Council is required to set a balanced budget and agree the level of Council Tax for 2023/24 and this report contains a summary of the proposals that have been considered for inclusion. The proposals were considered and scrutinised in detail by the Budget Joint Overview and Scrutiny Committee on 9 January 2023. The proposals have been consulted upon by residents and businesses during the period 16 – 30 January 2023.

Transfer of Public Conveniences, South Street Bourne (Bourne Town Council) - The report recommends the freehold transfer of the public conveniences at South Street Bourne to Bourne Town Council following the installation of the Changing Places equipment.

Transfer of Jubilee Park Deeping St James to Deeping (St James Parish Council) - The report recommends the freehold transfer of Jubilee Park Deeping St James to Deeping St James Parish Council.

Proposals to develop a new Customer Services Hub located at the Picture House St Catherine's Road, Grantham - This report sets out the details for the proposed development of a Customer Services Hub at the Picture House St Catherine's Road, Grantham.

Contract Award for Microsoft Licences - To approve the contract award for the Microsoft Subscription Agreement.

Use of the Lincolnshire Community Equipment Services (LCES) contract for the supply of stairlifts for modular access ramps via disabled facilities grants - The current contract for the supply of stairlifts and modular access ramps expires on 31 March 2023. This report seeks agreement to enter into a new arrangement to utilise the Lincolnshire Community Equipment Service (LCES) to provide these items for eligible persons under Disabled Facilities Grants.

St. Martin's Park, Stamford - Additional Costs - To provide the Cabinet with an update that the demolition works at the former Cummins factory site are complete and seeking additional funding for the project overspend with the contract and additional monies for ongoing project management support from Avison Young.

Grounds Maintenance – Future Arrangements - To provide information to Members on the results of the grounds maintenance options appraisal undertaken, and to consider a recommendation to Cabinet from the Joint Meeting of Environment, and Rural and Communities Overview and Scrutiny Committees.

Cabinet's Forward Plan - This report highlights matters on the Cabinet's Forward Plan.

Wednesday, February 8

On the agenda is:

Agreement of Year 1 UKSPF Project List

Town and Parish Community Fund - To include, whilst referring to the Year 1 tracker attached at the previous item:

  • An update on Year 1 funding allocation and eligible projects and groups
  • Agreement of Year 1 eligible projects and groups criteria
  • Agreement of the Year 1 selection process

On the agenda is:

Change4Lincs Update - This report seeks to update Committee on the Change4Lincs partnership and the progress that has been made by the team.

Regulatory Compliance - This report seeks to update Committee on actions to ensure regulatory compliance of the Council's social housing landlord function following the non-compliance notice issued by the Regulator of Social Housing.

Best Kept Village - To consider the purpose and effectiveness of the current Best Kept Village Competition and provide a recommendation on its future.

Equality, Diversity and Inclusion Annual Position Statement - To consider the draft 2022 Equality, Diversity and Inclusion Annual Position Statement and provide a recommendation to Cabinet to publish the information.

Lincolnshire Health and Wellbeing Strategy - To provide an update on the work the seven District Councils in Lincolnshire have undertaken collaboratively to develop the Lincolnshire District Councils' Health and Wellbeing Strategy, and to consider the adoption of the Strategy as a framework to improve health and wellbeing across Lincolnshire, working closely with partners in the public, private and voluntary sector.
